The Civil Aviation Department is relatively a new and small Department. The Department deals with the matters pertaining to operation of State Plane and Helicopters for mobility of Hon’ble Governor, Hon’ble Chief Minister, VVIPs and Officers of the State Government. The Department also co-ordinates activities with Union Ministry of Civil Aviation and Union Ministry of Defence with regard to development of airstrips/airports and air connectivity to Nobra, Leh, Kargil, Gurez, Wardwan valley which remains cut off during winter. The State Government of Jammu and Kashmir started flying operation in 1987 using one Cheetah SA315B helicopter from Srinagar Airport. Subsequently, a hangar was constructed at Nehru Helipad, Raj Bhawan, Srinagar in 1991 and helicopter operations were commenced from the same.

Presently, the Civil Aviation Department has one fixed wing Aircraft (Super King Air-350), one single engine Helicopter (Bell-407) and one twin engine Helicopter (Agusta-109E). These flying machines are primarily meant for mobility of VVIPs viz. Hon’ble Governor, Hon’ble Chief Minister, his ministerial collogues, dignitaries/VVIPs from outside the State, senior functionaries of the Government, evacuating stranded persons and transfer of cash from one treasury to another situated at remote and inaccessible areas during winter. The flying machines are also used for airlifting of patients from remote and inaccessible areas during winter and evacuating injured or even sick persons.

Most of the posts of Pilots and Aircraft Engineers borne on the establishment of the Office of the Civil Aviation Commissioner were previously created in contractual/consolidated dispensation. The Pilots are usually drawn from Indian Air Force on deputation. Experienced retired Indian Air Force Pilots, having the requisite experience of flying the type of Helicopters in the inventory of State Government, are also engaged/appointed on contractual basis.
